US consulate trains NGOs in technology


Mumbai: The US consulate-general held a camp, TechCamp, in Mumbai over the last two days to impart technological know-how to NGOs around Asia.
    The camp brought together over 140 international technology experts and grassroots workers, with the former providing digital literacy by way of training in low-cost or no-cost new online technologies to help the NGOs address social challenges.
    The US government, alongwith Microsoft and a social platform, ‘Samhita’, also plans to sponsor a programme where participating NGOs can apply for grants to assist in implementing technological solutions in their work. The NASSCOM Foundation announced a mentorship programme to match the NGOs with mentors from the IT industry. “It is a platform for learning, dialogue, and networking,” said U S Consul General Peter Haas. The camp was attended by youthcentric civil society groups working in the areas of education, entrepreneurship and women’s issues.

Online fraud led by Nigerian busted

Thane: A six-member syndicate led by a Nigerian, who had fleeced a 45-year-old woman of Rs 22 lakh in an online fraud, was busted on Thursday.
    The fraudsters led by Abul Ayman (25) were picked up by officials of the economic offences wing of the Thane police from their hideout at Mira Road. The gang would befriend women on social networking sites and after gain
ing confidence they would suggest they become partners in multi-crore business plans and ask for initial investments.
    The 45-year-old self-employed victim was trapped by Sagar Mainkar (34), Mohammed Naushad (27), Mangesh Jadhav (31), Kamlesh Soni (54), Kishor Soni (54) and Ayman.
    “The woman exchanged her cell phone number with them. With their intentions clear, the six suggested a joint
business venture. However, they wrote to her that they were marooned on an island near Malaysia and surrounded by gun-totting pirates,” a police officer said.
    One of the conmen forwarded an e-mail to the victim, in which there was an offer to send five lakh pounds, credit cards, a cheque book to gain her complete confidence. The unsuspecting woman did not realize the trap and assumed that she had hit the gold pot by befriending the men.

    “The men told her to deposit the money in bank accounts opened under fictitious names. This money, they told her, was required to be paid in advance to settle courier bills, local taxes in Malaysia and Custom fees. The woman did as she was told and when she ran out of funds she pawned her house to raise money,” the official said.
    The victim got suspicious when the conmen asked for more money and approached the police.

New law schools plan put off

Mumbai: The proposal to set up a National Law University (NLU) in the state on the lines of Bangalore’s National Law School has seen another delay, because of differences between ministers over its location. 
    The initial plan was to set up campuses in the city and Aurangabad, but when the proposal was tabled in the cabinet meeting, there was 
no mention of Aurangabad. 
    Upset with the move, Congress-NCP ministers from Marathwada and Vidarbha opposed the proposal, said sources. Ministers representing Marathwada said the universities should come up in the city as well as Aurangabad, as was decided by previous chief ministers of the DF government. 
    “We are not against setting up the varsity in Mumbai, but as announced earli
er, a campus should be set up in Aurangabad as well,” said a senior minister from Marathwada. 
    In 2007 and 2009, then chief ministers Vilasrao Deshmukh and Ashok Chavan, both from Marathwada, had endorsed the higher and technical education department’s proposal to set up the university in Aurangabad. 
    Following a heated debate, the cabinet left the issue undecided.

State Cabinet to Discuss Plan for 2 New Law Univs.


Mumbai: The state cabinet will on Wednesday discuss proposals for approval to two specialized universities for law studies. Modelled on the lines of the Bangalore-based National Law School, the state higher and technical education department has proposed to set up Mumbai Law University in Uttan and Maharashtra Law University in Aurangabad. If approved, the department plans to initiate admissions to these varsities from the upcoming academic year.

76% more papers by varsities after access to online journals

INCREASING RESEARCH The 50 universities produced 18,907 more publications in 2005-2009.

MUMBAI: Indian universities, including the University of Mumbai, finally seem to be making headway after lagging in the number of research publications in national and international journals, new data has revealed.

Data sourced from the Institute of Scientific Information (ISI), Thomson Press at Philapdelphia, an international research platform, has found that there has been more than 75% increase in the number of research publications from 50 Indian universities between 2005 and 2009 as compared to the previous five years (2000 to 2004). These 50 Indian universities were among the first phase to gain electronic access to high quality national and international academic journals as part of the UGC-INFONET Digital Library Consortium since 2004.

The number of research publications by the 50 universities between 2005 and 2009 rose to 43,768 as against 24, 861 from 2000-2004.

A three-member team from the Information and Library Network Centre at Ahmedabad and the Inter-University Centre for Astronomy and Astrophysics, Pune, used found that research output is significantly higher in science as against social science and arts and humanities.

“There is a 76.05% increase in cumulative number of articles in the last block of five years in comparison to the previous block, amounting to a cumulative increase in research productivity of 163.22% over a period of 35 years from 1975 to 2009, “the team’s research paper stated.

“Today, research culture in the universities is better with the facility of providing electronic access to literature. Students and faculty can now consult literature on the subject from institutes across the world,” said Jagdish Arora, director, Information and Library Network Centre, Ahmedabad and co-author of the paper. The paper ‘ Impact of access to eresources through the UGCINFONET Digital Library Consortium on research output of member universities’ is published the latest issue of Current Science by the Indian Academy of Sciences, Bangalore.

Bombay high court to go hi-tech with digital records

MUMBAI: All documents that reach the Bombay high court will soon be scanned and stored digitally. In a move that will save time and bring in transparency , the high court will allow litigants and lawyers to submit their petitions on a pen drive along with the hard copy.

Work is already on in the HC building to instal high-speed scanners that can scan 120-160 pages in less than a minute. After March, affidavits and documents pertaining to a case will be copied by these super-fast scanners and stored in a digital format, thus allowing court officers to access the information at the click of a mouse.

On the ground floor of the HC, a room with conveyor belts, computers and scanners is being readied where documents will need to be deposited. These will be scanned, e-filed and circulated amongst the various departments of the judiciary.

Pointing out that the Bombay HC is among the first in the country to get "super tech-savvy" , a senior court officer said the "aim is to bring in transparency in filing and numbering of petitions, their movement and status updates". "The exercise will rule out delays due to misplaced documents," added the officer.

State information and technology secretary Rajesh Agarwal said, "Though the Delhi high court had introduced e-filing of documents, the Bombay high court is going a step further by not only digitizing all the records, but also ensuring that most work is done online. The IT department has decided to release Rs 1.7 crore for the case management information system being implemented by the court." Agarwal added that a similar system will be introduced in Mantralaya once it is renovated . "We, too, will accept documents at the gate, scan and digitize them, before forwarding them to various departments. This will ensure that people do not have to go to various departments ," he said.
